FINANCIAL REPORT

FOR THE YEAR ENDED 31 MARCH 2008

This is a brief report to highlight items of income and expenditure.

 Full accounts will  be available to view when they are prepared for annual audit

 

Street Lighting: This continues to be an area where work, in addition to general maintenance, is required. Occasionally it has taken time to deal with certain ‘outages’ which have been due to faulty old equipment or the need to replace lanterns that are now obsolete.

Stansted Airport: As approved at the 2007 Parish Meeting, a donation of £500 was given to support the work of the SSE Campaign.

Lordship of the Manor Title: The acquisition of this title represented a demand on the Parish Council’s reserves but of course protects the title for the village. It is unique for a parish to have the opportunity to purchase their own title. Full details will have been given in the presentation by Cllr Hayward.

Village Maintenance: Several areas of the village have needed extra attention; the village handyman has been able to deal with some of these but where necessary specialist contractors have been employed. A major expenditure was the refurbishment of the children’s playground which was in danger of having to be closed. The cost was in excess of £2000 but fortunately a successful grant application was made (see below).

Pavilion Project: The cost of the preliminary work, including architect’s drawings for the planning application, are essential expenses. Fortunately a number of grants have been received to offset these costs.

Precept: Although the aim is to keep any increase to a minimum it is the Council’s responsibility to ensure that there are enough funds to cover expenditure, maintain reserves and support new or ongoing project. The parish element of the 2008/09 band D Tax Rate is £44.31, an increase of £6.54 per household, or 54p per month.

Grants / Donations Achieved towards the Council’s work:

£190 from EALC towards publicity and communications

£407 from ECC towards Verge Cutting

£2450 from Braintree Area Committee fund for playground refurbishment

£1975 from ECC towards Speed Indicator Device

£200 from Co-op towards the cost of the new larger capacity bin

£1080 from BDC towards street cleaning/village handyman

£5000 from Rural Community Development Fund towards Pavilion Project
